Accomplishment Details:

  • South Avenue Walking Path.  A path for walking and biking was proposed along South Avenue, Humble, North Avenue, and Clements.   This was needed because traffic had increased along school walking routes and for general safety within the area.   Numerous meetings between association members and county officials were required to get this project done.   It also included school cross walk lights at 38th and South Avenue, and at Clements and South Avenue.
  • University of Montana Fort Missoula Development.  Numerous proposals were made by the University to establish high density development on land at Fort Missoula, primarily to make money. The Federal government gave this land to the University for “Research” purposes.   Luckily association members and others objected to the University plans and insisted the county enforce the 1974 Fort Missoula Plan that did not allow the types of development proposed.    This led to the Open Space Bond issue that permitted the county to purchase the property from the University.   Shortly afterward the historic and cultural center was established and areas were set aside for additional playing fields and recreation areas.
  • The Equestrian Park, West Side Little League, and American Legion Baseball fields.  Association members and representatives of these groups worked with the county to set aside the area that borders Tower and Spurgin roads.   These areas that fit into the neighborhood so well would not exist if it had not been for association members donating their time to make it happen.   For those interested, the equestrian park web site is:  http://www.MissoulaEquestrianPark.org/
  • McClay Bridge:  In 1993 the McClay Bridge over the Bitterroot was declared unsafe and would have to be replaced with a bridge at the end of South Avenue.   The Association President and other members researched the situation and found that the bridge could be rehabilitated at a fraction of the cost.
  • City Sewer:  Starting back in the 1980’s, the city has publicly indicated their intention to annex the Target Range area because septic systems were contaminating drinking water.   The Association President launched a relentless campaign to publicly present facts to show that the cities actual intent was to expand their tax base.   Despite continuing efforts, the myth regarding water supply contamination is still believed by many.   These facts brought attention to the glaring problems that exist with city sewer pipes, existing city cesspools and a treatment plant that continues to operate below EPA standards.
  • Sewer and Water District.  In 1994 this district was established as a separate entity licensed by the State but within the Homeowner Association boundaries.  At that time the district was within the area bordered by South Avenue, North Avenue, and 33rd to 37th Street.   In 2007, this district was expanded west to Clements and north to Spurgin.   Current expansion plans are to go west to the Bitterroot and north to the Clark Fork Rivers.   This district has the goal of promoting sound strategies for protecting ground water quality based on good science.
  • Target Range-West End Rural Zoning District.  In 2005 the Missoula Board of County Commissioners approved a zoning district designed specifically for the area approximating our Area 4.   This project was carried out entirely by members of the Homeowners Association.
  • Miller Creek EIS.  Set up public meetings at Target Range School with the Federal Highway Administration, lead agency of the Miller Creek Road EIS, to receive input from our residents.   This is an ongoing project and concern of our organization.
